West Jefferson police officer Jim Baugess has been with the department for more than 20 years, but said he had never seen an animal cruelty case so grotesque in the village until Sunday.After someone called 9-1-1 that morning, Baugess responded to South Twin Street in the village on reports of a severely burned animal. Once on scene, he found a suffering stray cat huddled on a residents’ porch with its eyes closed.He immediately knew whoever did this to the animal did it intentionally.“It’s much more severe than someone taking a lighter to it,” Baugess said Tuesday. “It’s almost as if someone has poured something on him and lit it.”
