Portsmouth Police have reported that the Kentucky man they say hit a woman with his vehicle Sunday night, and then left the scene, has been arrested. A warrant for felonious assault had been requested by Portsmouth Police for Stephen Larcher, 60, of South Portsmouth, Ky.
“According to Municipal Court, when they issued the warrant, the warrant was immediately served,” Portsmouth Police Captain Jerry Leach said. “And he has been arrested and charged with felonious assault, and the warrant has now been cancelled and now it is set for a preliminary hearing, which they always have on a felony for June 12 (Thursday).”
According to Leach, the incident took place around 11:15 p.m. Sunday in the 1000 block of 22nd Street in Portsmouth. He said the victim is Kellie Laughlin, 26, of Portsmouth.
“Eyewitnesses say he hit her with the vehicle and took off,” Leach said.
Leach said everyone at the scene knew who was driving the vehicle, and Leach said Larcher is Laughlin’s mother’s ex-boyfriend. He said authorities were looking for Larcher Sunday night but lost track of him. However, Larcher has now been taken into custody.
Laughlin was transported from the scene to Southern Ohio Medical Center.
