Bond was set at $250,000 for a Wheelersburg man the Scioto County Sheriff’s Office says began sexually assaulting a child 17 years ago. Richard B. Howard, 54, has been charged with one count of rape, a felony of the first degree and two counts of voyeurism, a felony of the fifth degree.
Scioto County Sheriff Marty V. Donini said his office received a report in November from a female stating that she had been sexually assaulted in March of 1996 when she was 13, and that it went on for several years.
Detectives received information that the suspect had been taking videos and pictures of the victim during the sexual assaults and that he later had bragged about having the photos and videos.
Donini said detectives were able to obtain information during the investigation that resulted in a search warrant being served on a safety deposit box. That, in turn, led to a consent search at the suspects Wheelersburg home.
Donini said it is an ongoing case with more charges to be presented to the Scioto County grand jury at a later date. Donini said his office has received information that there may be more victims.
