Mt. Sterling: No mobile ‘homes’

Living in one’s car in Mt. Sterling is a no-no.
The nuisance and abatement committee, which held its meeting Wednesday afternoon, Nov. 28, met to discuss the aforementioned apparent nuisance as well as others.
The committee met with Jennifer Michaelson, environmental health director for the Madison County-London City Health District, to discuss particular matters.
Following some research of the village ordinances, there’s an ordinance which prohibits living in one’s car as Margaret Probasco has been found to be doing.
“You can’t do it,” said Lowell Anderson, committee chair, pointing to the ordinance in the book: 1448.01: house trailer defined: “As used in this chapter, ‘house trailer’ is synonymous with the terms ‘mobile home’ and ‘auto home’ and means any vehicle used as sleeping or living quarters, mounted on wheels and capable of being propelled either by its own power or by a power-driven vehicle to which it may be attached.”
Also, merely taking the wheels off said vehicle won’t qualify as living quarters either.
But Probasco drives her car, according to Anderson.
Michaelson said she has also had contact with Probasco related to trash, including discarded food containers, on the property. Those impose a health hazard.
Probasco’s white Lincoln can be spotted on the lot at 158 N. London St.
Michaelson said she has attempted to meet with Probasco, “but she doesn’t show.”
Michaelson said adult services should be contacted which could give Probasco some options of where to go.
“They can work with her,” Michaelson said.
Other areas discussed by the committee included:
• Having law enforcement cite owner of a motorcycle for parking it on the sidewalk at 10 W. Columbus St.
• Apparent impediment on sidewalk in front of flea market at London and Main streets
• Multitude of cigarette butts and grease on sidewalk on Columbus Street adjacent to Ben & Joy’s Restaurant
• Home at corner of East Columbus Street and John Street with excessive amount of trash on the porch








Someone call Lowell Anderson I saw a Christmas Trees sitting on the sidewalk in front of a business. That would be a “NO-NO’ with the nuisance and abatement committee!!!!
How come the Nuisance and abatement committeee never points out thing the village is in charge of that makes the town look like crap. Road construction cones for over a year sitting along street with pot hole not fitted, street lights that are burnt out that need replaced {these should fall under the safety of the town also} grass that was growing from the cracks in the street over 2 feet tall this summer, sidewalks that end leaving people but no option than to walk in traffic, cigerette butts around the town hall, pot holes in the alley that could be filled by village employyees instead of them sitting at the garage, maybe animal control could be called to patrol the alley behind Lowell Anderson’s house to do something about the HUNDREDS of stray cats, these are just a few imagion how many issues get over looked by this committeee because of the policital ties)
I totally agree with all of you. Mr. A has been the driving force behind everything we have lost in our Village. He loves to manipulate behind the scenes until he gets what he wants for personal grudges and petty revenge against anyone who didn’t agree with him. I for one have zero respect for this man. I do like his face…..both of them. For the betterment of our Village, I hope better people run for office and help our town. God bless and Merry Christmas.
How many other businesses put things on the sidewalks with out being mentioned in the Village? The furniture repair / gallery the hardware store.
Cigerette butts on the street, when the last time the street sweeper was ran?
My biggest concern is that the issue with the person sleeping in their car car was brought up to council several times by Mr Anderson and he was told by the Sheriff Department and by the Village Solistor that there was nothing he could do about it. I believe someone from the Madison Press was at those council meeting.
If I am reading the story correct, I find it funny that a semi truck parks on West Main Street in the vilage and the driver sleeps in it, why was this not brought up as a nuisance, the truck has been brought up severval times about the noise the engine makes idling. Sound like Mr Anderson has a grudge as pointed out in someone other’s post.
So by the logic does this mean all the mobile homes in the village are not allowwed? Your story does qoute him

It is time for Mr Anderson to step down along with the rest of his group of Buddies that have brought our village down!
I totally agree with ” V Pleasant”. We have to vote these people out.
I find it odd that nothing was mentioned about the stuff placed on sidewalks.
If you want to clean the town, let’s start with the cats that roam the village. There’s hundreds of them, how many heatlh issues are they causing?
I would think that Mr. A would be looking for help of an elderly person living in a car. She does have a apartment where is parks. Maybe some of the churches that help vote Mr A into office could help this lady out? Everyone in the village knows Mr A has had it out for this lady for years.
It’s time for everyone to stand up to these people for the right of the community.
If this lady lived anywhere else in the village, Mr. A would not have even been on this path.
I am really shocked that this last’s name and address was put in this story, as she has not been proven to have broke any laws. I am very disappointed that people elected in our town are this little.
Mr. A is at it again with his pet peeve committee. Its time to put him off the council and put some one in who is free of personal grudges and cronyism. The government is for all the people, not just a club to power-thrust over the downtrodden and impoverished. If you don’t like your neighbors Mr. A move to private community where you can thrive and look down your nose at the rest of us.
